Fiscal Transparency

Irving Named a Platinum-Level Leader Again in 2015

Texas Comptroller Leadership Circle Platinum MemberThe City of Irving has been recognized for its excellence in fiscal transparency by the Texas Comptroller’s Leadership Circle for the second year in a row, a program that recognizes local Texas governments and school districts that strive to meet the highest standards for financial transparency online. Platinum-level designees are models for other cities to follow, according to the Leadership Circle.

To be recognized by the program, municipalities and school districts must meet criteria in four major categories. The criteria include having an adopted budget for FY 2014-15, a current annual financial report, a current check/expense register and a transparency page online. Residents can access that financial information online, at

Irving also meets several other minor criteria, such as listing its budgets for the past three fiscal years on its website and offering a visual representation of financial data. The combination of both major and minor criteria helped Irving attain the highest honor.

“This award is a testament to the priorities and focus on responsible fiscal management by the City of Irving,” said Tom Spink, chairman to Irving’s Audit and Finance Committee. “The city is highly committed to ensuring financial transparency with our community. We understand that as stewards of taxpayers’ dollars, it is imperative we provide an open channel for residents to see how the city is managing money.”

The Leadership Circle was launched in 2009 as a way to recognize cities and school districts in the state that make their financial records available to the public, provide clear information about how they spend tax dollars, and share detailed information in an easy-to-read format.

From 2010 to 2013, Irving was recognized by the Comptroller’s office at the Gold designation, previously the highest level of recognition offered by the Leadership Circle.
